When the president vetoes a bill, it goes back to congress (to the chamber where it originated) along with the president's objections to it. Once there, that chamber can hold an override vote. If a 2/3 majority vote to override the veto, it then goes to the other chamber where another override vote may be held. If it is and a 2/3 majority of that chamber also vote to override the veto, then the bill becomes law. The one loophole is the “pocket veto.” Once a bill is delivered to the president, he has 10 days to sign or veto it or it automatically becomes law. But if a bill is delivered to the president with fewer than 10 days remaining in the congressional term, he can simply hold the bill “in his pocket" until the term expires. All pending legislation expires at the end of the term, so the bill waiting for the president's signature becomes null and void without congress being able to do anything about it.
