Why do both ways of writing the number as tens and ones describe the same number?

Both ways are the same because you are just using a different place value to describe it. For example, 10 ones and the same number as 1 ten.

Just a question- could you organize the data better? i just cannot tell which number are for which bakery. i will be happy to answer this question if you could do this for me! : )
