In addition, computer networks such as the Internet allow for the development of new forms of technology that enable users to maintain their anonymity, to engage in hidden communication, and to make use of sophisticated encryption programs in the transfer and storage of data. Thus, the global cyber space provides a unique environment in which to carry out cyberterrorism and to pursue other international terrorist goals.
