The fact that the states had to unanimously agree to change the articles of confederation meant that the states could not begin the process of making changes to the government it didn't matter how ordinary citizens felt about the articles of confederation it would be very hard to make updates to address the weaknesses of the government it would be simple for states to grant additional power to the government
