How did Jefferson feel about protective tariffs DURING his presidency?

He didn’t like them because he thought they helped northern state manufacturing at expense of southern states ability to import raw goods. However, he would go on to place an embargo on exports to Britain which essentially forbade the ability of US merchants to export goods.
