the codification occurred on the wave of struggle plebeians and the patricians the impact on state governments. one of the demands of the plebeians was writing down customary law. it's knowledge and interpretation were reserved for pontificals derived from the patricians, which strengthened their power.according to roman tradition in 451. bc suspended the validity of the law and designated ten patricians (decemviri legibus scribundis - hence called decemviris), having to write down the existing law. the commission acted sluggish, which resulted in the so-called ii secession of the plebeians. with concerns about the outbreak of civil war patricians agreed to set up a second committee, which allowed two plebeians. committees traveled to greece, in order to learn from the   in greek cities right components for the emerging bill and 449. bc the written law was solemnly proclaimed by the consuls. the text was engraved on the xii tables of bronze or wood and placed on the roman forum, in order to be known to all citizens.
