Jackson was outraged by the South's response and demanded Congress to pass a Force Bill that permitted the Federal Government to use force against the states that tried to overpass federal law. After this first step to prevent the Union from breaking up, he agreed to lower the tariffs in a compromise that helped keep balance for the time being.
