Yes because the body is very efficient in using energy.  Why break down fat first when it will have convert it back to fat if there are excess calories.  Also fat can be made by the body from Carbohyrdates if needed.

So the body will conserve energy by absorbing the proteins in the diet because protein is something the body cannot make with any other nutrients.
