I will say from the surrounding that it is snowing the man is wearing heavy clothes so the the weather there seems to be cold.from the surroundings, it's not just better village it seems that there's a bungalow of a house beside him.and he seems to be on the road so maybe it is a town.

2. i see that the man seems to be so angry over something and seems to be lost in deep in thoughts.he doesn't seem to be a poor man he just seems sad.
