I would contend that the right answer is the C) The ruthlessness of power.

Explanation: Just to elaborate a little on the answer, it can be added that both Brutus and Messala have received letters that inform them that Octavius (Caesar’s appointed successor) and Antony are approaching, and that they have condemned dozens of senators, including Cicero—who had become Antony's enemy after Caesar's death and who, in spite of his political and intellectual accomplishments, was eventually proscribed and assassinated. This shows, therefore, the ruthlessness of power and of those who exerted it, which was particularly present in Rome during the second half of the 1st century BC.    

3 is blunder, i’m not sure about the last one but the first two look correct
