What do you think? Many engineers and environmental scientists had predicted that the risk of flooding in New Orleans had been increased by poorly designed levees and canals, and by massive erosion. Should a city have been built in an environment known to be so unstable? Explain and support your answer.

Wow what the its like they just said predicted flooding because of the poor canals and levees which means they knew exactly what was coming they could have prevented this but I guess the didn't this was pure laziness of course the city shouldn't have been built over something like that need to fix things to be sustainable and long lasting but they literally predicted this.
