Explicación:

Todos los casos de arriba son ejemplos de imperfecto de subjuntivo. Los verbos sugerir, aconsejar, decir (como mandar) y pedir todos exigen subjuntivo. La frase número 4 tiene una expresión de valor (fue importante), por lo que lo que sigue tiene que estar en subjuntivo.
