The name of this person is  ANDREW YOUNG.

He was a colleague and friend of Martin Luther King Jr., that's why he was so involved in civil rights. He was a strategist and negotiator during several Civil Rights Campaigns . In fact, he was jailed for his participation in civil rights demonstration.

In 1977, President Carter appointed Young to serve as the United States Ambassador to the United Nations. He was  the first African-American to have this position.

In 1981 Young ran for mayor of Atlanta. He was elected later that year with 55% of the votes, succeeding Maynard Jackson.  Later, he was re-elected as mayor in 1985 with more than 80% of the votes.  He was prohibited by term limits from running for a third term.
