Decisions are based on expected costs and benefits for the following reasons: If someone knows that making a certain choice will benefit them and benefit others they will make that choice, if someone of weak character is presented with a choice that will benefit themselves but be costly towards another, they will make that choice. Decisions are based on these things because they are meant to prove character, if you make poor choices you have poor character, make good choices it will be the contrary.
