Which group believes that the united states must be prepared to act militarily to protect its interests and that military power is most effective when others view it as legitimate?

That would be the group called the conservatives.  American conservatism is a broad system of political beliefs and it is usually seen in opposition to more liberal system. The conservatives in terms of military advocate the use of military force against the terrorist threats and support the spread of democracy in the  countries of the Middle East.
