Rulers usually chose one of two strategies. One strategy is unity. The ruler tries to unify many people into one group, often through religion and culture. The ruler declares one official religion, and forces officials to convert to it. The ruler promotes one culture across all the lands. Another strategy is diversity. The ruler allows individual groups to continue to practice their own religion and culture. They hope to earn the loyalty of these groups by giving them respect and some independence.

Each strategy has advantages and disadvantages. Suppose you are the ruler of an empire. Which strategy would you choose? What are its advantages and disadvantages?
