In all truth, federalism brings the opportunity for corruption down to the local people. Federalism opens the door to scammers and shysters to install their personal quirks as local standards to create a provincial and parochial den of thieves. This represents a giant fault with federalism and is especially problematic where the practice is taken to extremes of interpretation.

For example, federalism in the US has created almost four thousand tiny kingdoms of election boards operating independent of effective oversight and easily open to unstoppable manipulation by local political operatives.

Another example is in the US police culture where thousands of local police forces have no standards of international practice. The local police chief is free to act like a dictator and express indignance because of the public outcries against brutality and unfairness committed by the street patrols.
