Why was redrawing district boundaries in a state easier in the Colonial period? The districts during that time were determined by the borders surrounding towns or counties. America’s population was shrinking, so it was easier to redraw the lines where people lived. The U. S. Constitution provided detailed instructions on how to draw the districts for each state. At the time city populations in larger states matched those of rural areas in smaller states.
