The Punic Wars established Rome as the major power of the era, thus the end of Carthage as a regiment player. The 2nd war is all about how awesome Hannibal was with his wholesale slaughter of Romans with the double development and the elephants over the Alps deal. But that was because of Scipio cutting off the coast. It gave us sourced earth with the Fabian Plan and showed us how a city-state like Carthage wins all the battles and loses a war. Rome became the undisputed power of the central and western Mediterranean, allowing her to begin expanding northwards and eastwards until she had become the western world’s superpower. Had she not totally defeated Carthage, that would never have happened, and history would have developed on a very different trajectory. BTW, Rome’s victory was far from inevitable.
