Is unequal access to basic services reason enough to commit crime in africa?

In a way, Yes. Yes it is. But morally, crime should never be committed anywhere unless under extreme circumstances. If you could be more specific about what kind of crimes I could answer better. i.e protests for equal rights should be allowed. Stealing because of unequal access, not so much.
