Which is a limit on the 14th amendment's grand jury indictment procedure?

I think its this, im not 100% sure though

My reasoning:
US Constitution Article XIV Section 1~
"... No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law ..."

This says that the states have power over their state, not the supreme court, but its limited to constitutional rights.

It could be anything, recent improvements in technology/telecommunication/internet have increased the pace of globalization.generally, it has something to do with technology. globalization means that people around the world are brought together through technology which speeds things up. so maybe some of those options could be correct. : )
