This is an example of the federalism aspect of the government. Federalism can be described as a form of government where there is a separation of powers, between two stages of the government of equivalent status.

EXPLANATION:  

Federalism is a mixed or plural government, which combines general government (central or "federal") with local governments (provinces, states, cantons, territories or other government sub-units) in one single political system. Its distinctive characteristic, exemplified in the example of the founder of modern federalism by the United States in the Constitution of 1787, is the relationship of equality between the two levels of government built.

Federalism is different from confederalism, where the government’s general level is below the regional level, and from the devolution in the unitary state, where the regional government’s level is lower than the general level. It symbolizes a central form in the path of integration or regional separation, bounded to the more connected side by devolution in the unitary state and to the side that is less connected by confederalism.

An early historical sample of Federalism is in Hellenistic Greece of the Achaean League. Contrasting to the Greek city-states in Classical Greece, each of which claimed on maintaining full independence, conditions that changed in the Hellenistic period prompted many city-states to unite even at the cost of losing part of their sovereignty – the same to the procedure that led to the later federation’s formation.  

Examples of prominent federations or federal states comprising the United States, Brazil, India, Mexico, Germany, Russia, Canada, Argentina, Switzerland, and Australia. Some people today also characterize the European Union as a ground-breaking example of federalism in a multi-state environment, in a concept called the union of federal states.

panem is a communist totalitarian dictatorship where all the resources and how they are allocated belongs to the capitol. the districts exist only to provide goods and services for the capital and most of the citizens live in poverty. it is a police state where the "peacekeepers" use force and threats to keep the people under control. dissent is outlawed and those who disobey the law are executed, flogged, or turned into avoxes. the games are another means in which the ruling elite in the capitol exert their power over the districts. when reading the books i drew parallels between panem and the soviet union and north korea. in no way is panem capitalist. the people in the capitol are wealthy but the majority of them are involved in the government somehow. it was the same way in the former soviet union where bigwigs in the communist party and high ranking government officials were given access to goods, services, medical treatments not available to the general public. if you think panem has a capitalist economy you need to brush up on your economics.
