D sounds correct

It is d.Agricultural Adjustment Act (AAA). This act basically said that the government would pay large farmers (through payments called subsidies) to kill off extra livestock, and to not plant. But why would they do this? They did this so that consumers would be forced to buy from the little farmers. This all benefited farmers all-around. The small farmers got to have their product bought, the large farmers got paid for doing literally nothing, and money was put into the economy.
