A bill can come from anyone, but it is the prerogative responsibility of member of congress to introduce such bill to the floor of the congress.  A bill can be presented provided the house is in section. However, the four basic types of legislation are bills, joint resolution, concurrent resolution and simple resolution.

A bill can be a private or public bill. A private bill has to do be specific organization or a person while a public bill affects the general public.  

Once a bill is developed and well detailed, it must be officially presented into the floor of the house by a member of congress and such member becomes the bill’s sponsor, the bill will then be discussed in the floor of the house for the first time. This is called THE FIRST READING.  

After the first reading, the bill will be referred to the appropriate committee for further action. At this stage, the committee debates the bill.  

If the majority of the committee voted in support of the bill after debating, the bill moves to the general floor of the house and if the bill is voted down, it dies.
