Institutions, like the IRS, are a major part of our lives, to the point where I'm not sure we could survive without them. We curse them, we talk about destroying them (whether you’re a tea partier or occupier), yet I can't conceive how we could live in large societies without institutions. In US mythology we have stories about the "settling of the west" and we like to portray rugged individuals who dispensed justice as they saw fit with a gun and a rope. Truth is, that sort of justice was more about personal vendettas and revenge. For most folks, those early frontier days were very disturbing and unsettled and didn't really last very long. Most folks who went west, or anywhere for that matter, brought their institutions (churches, schools, post offices, etc.) with them and as soon as they settled set them up and established order and I expect started complaining about them... Which institutions are the most critical? Why do you think we have such difficulties with our institutions? Why can't we fix them? Is there a fix?
