National unions are run by members from one country who work in different trades and occupational categories who have come together to attempt to increase the power of labor in their country. Priorities for national unions are wages, benefits, and safe working conditions.

Local unions, called locals, are the smallest level of union organization. Local organizations do most of the bargaining on behalf of their members, though the national union may assist or offer support. Locals negotiate labor contracts and handle employee grievances. National unions, which are made up of local unions, promote legislation and in some cases organize new members and carry on industry wide bargaining. Finally, a federation is a league of national unions. The primary duties of a federation include, promoting legislation favorable to unions, settling disputes among member unions, and advancing the labor movement.
