"I believe that people should take responsibility for their actions," Fred said. "If they are going to hurt others, then they should pay for their actions. Unsupervised children are to blame for many crimes. Their parents should be held accountable."
"Many parents in our community work full time," Alma replied. "They don't have enough income to pay a child-care provider.
