It describes it there because when it says, "we having bought it with our blood, and taken it from our enemies.", they are saying they had the power over there enemies and were able to buy the country.

Also they describe power in this statement as well, "the person whose people are seated on our lands, that that country belongs to us." They are saying that they have the power and authority over the Country and the person who is seated must be immeadiatly informed of it.

It describes issues of wealth here, "more; but we are really poor; and desire you’ll not consider the quantity, but, few as they  are, accept them in testimony of our regard…” they are saying that they are very poor, and can not afford to change the quanity of the land, so they are asking the person to not consider it.
