some slaves were used to fight in war while others desperately needed would stay on there plantations.

They were at a time but it took a while. When it was established it had become a huge part of so many peoples lives that it was hard to let go of and people didn't react to it.  It also had to do with the amount of  people there to enforce it. Because many of the southern states were confederate their governments had to be changed to. In order to do that, thousands of troops had to go out and enforce that to those governments.
