In some cases, the technological choices might have been less successful. The bigger problem is related to the need of constant replacement and fixing.

Surface water was needed to be used in bigger systems, but for smaller systems, ground water was commonly used. This is connected to the current question, how far is it economically possible to expand the systems. Once the systems expand other problems such as being over exposed are to be considered.
