Who was allowed into the Ziggurats?

I’ve studied this before and I remember that at the very top of the Zigguart was a shrine to the main god of their city. The shrine contained a statue of the god. The Zigguart was often used for storage as well. the However, the only people allowed to enter in the Ziggaurt were the priests and priestesses.
