What are the possible views of a person on how the law ,the citizen and community can protect and support victims of xenophobia?

In South Africa, there was the homeless and traumatized victim of the recent xenophobic violence people that provided temporary shelter. In xenophobia, most of people have lost their homes and shelter and property.

Theses people have been displaced or relocated from the station police the hall of community sites to the place where they get shelter and other type of help.

But from these authorities, many fail in providing even the basic needs of people. These people are relocated in hasty because there was not enough time to provide them all the basic requirements.
