When reviewing the composition of the government below the new constitution, the representatives from Virginia requested a bicameral legislature consisting of a couple of houses. The quantity of a state’s delegates in every house was to be based on the state’s residents.

In every state, delegates in the more profound house would be chosen by popular vote. Representatives from little states opposed to this Virginia Plan.
