As the exercise explains, the opt-in model prohibits an organization from collecting any personal information unless the individual specifically takes action to approve information collection and use. This is mostly used by web users as a form of consent. At the same time that the user acknowledges interest in the product, service, whatever the web offers, he/she is consenting  for their information to be used by the web or a third party. For example, when we register at a web site, they always have an option that says "fill this box if you want to receive news, sales...etc.".
