Cleisthenes or as historians refer to him "a father of Athenian democracy" was born around 570 BC. He assumed leadership of Athens and began to reform its government. New basis for a democratic structure was the ten tribes according to their area of residence (or deme). Ten demes were divided among three regions, contrary to traditional tribes which were based on family relations. His reforms were called inosomia, instead of demokratia.
