Alocal newspaper has reported that a well-liked elected official in a community has awarded a lucrative government contract to someone she knows without consulting community members. although there were many companies bidding for the work, her friend's company was priced the lowest and had excellent references. furthermore, her predecessors always consulted the community prior to these decisions, even though they were not legally obligated to do so. even though she has not broken any laws, several of her constituents are calling for her to be removed from office. which is an argument based on rational–legal authority?
