Explanation:

Differential susceptibility  in development states that some children (and adults too) are more open than others to the environment for better and worse. This means that some children are more vulnerable to developing negatively in a bad environment, but these same children could flourish in an ideal environment. We call these environmentally sensitive children, compared to those who are most indifferent to the quality of the environment, for example, the way their parents, teachers and friends act. Susceptible children derive more benefit from support or intervention from parents or teachers, but may also suffer more from poor parenting, or criticism from adults (such as teachers, as in Matt's case).

every society, in order to meet the needs of it's people, has to answer three basic questions:

- what should we produce?

- how should we produce it?

- for whom should we produce it?

this questions must be answered in order to, option b, aid in production decisions.

every country can't produce everything, no matter how rich their land is. it may be a matter of technology, resources or geographical conditions. so, these three questions must be resolved in order to get the most of the production of each land.
