Why did the new deal seek to solve the problems of the depression through public works, rather than the dole

The Core Problems of depression is not Poverty. Is the people's disability to support their own living.

The new Deal did not spend the Government spending just to give temporary help/welfare. The New Deal use the spending to create various of Job Opportunities for the Americans. As the workforce grow, it will also stimulate the economic growth of the country
