Why can't government provide employment opportunities to all the families with low quality of life?

In economics full employment is a situation in which everyone who wants a job can have work hours they need on "fair wages". Because people change jobs, full employment involves a positive stable rate of unemployment. An economy with full employment might still have underemployment where part-time workers cannot find jobs appropriate to their skill level. In macroeconomics, full employment is sometimes defined as the level of employment at which there is no cyclical or deficient-demand unemployment. In practice, the unemployment rate in the USA is about 3%. The government can not create artificially work for those families with low quality life because it might create inflation and this will end up affecting the whole economy.

Advocacy of avoiding accelerating inflation is based on a theory centered on the concept of the Non-Accelerating Inflation Rate of Unemployment (NAIRU), and those who hold it usually mean NAIRU when speaking of full employment. In economics full employment means that all the individuals that are looking for a job can get one.
