In order to understand the often competitive relationship between states and the federal government, it's particularly important to understand one clause in the constitution that has caused a great deal of argument over its interpretation. while at first glance, the difference between enumerated and reserved powers may seem obvious, the so-called clause sometimes causes debate, because it essentially says that the federal government is entitled to whatever powers it needs to do its constitutionally assigned job.
