The number of hours a high school student can work depends on several factor ,including:

a. the state he or she lives in
b. his or her class standing
c. his or her class size
d. his or her grade in school

For this word problem i would say the most plausible answer would be the state he or she lives in because if you don't have access to a computer at home for an online report it can prevent you from doing things.
