What is used to determine abnormality based on how their behavior compares to the social norms and behavior of their culture?

There is an abnormality scale. It measures the national average of different types of social norms and people who fall below or above the national average are considered abnormal. However culturally it’s different as different cultures have different norms which are socially accepted.
