When a society cannot produce all the goods and services people wish to have, it is said that the economy is experiencing?

Okay, so i dunno what you mean by that but when a society cannot produce all the goods and services, they need to trade with t=what they specialize in and trade for other stuff that they need. they are not experiencing more like suffering
