Why might a crime scene photographer prefer memory cards with less storage capacity?

When a memory card has less storage capacity, it tends to create a higher quality picture. Examples of this you see when you watch security camera footage, the reason they are always very low quality, and even black and white, is because they need to hold hours and hours of footage. When the camera focuses on a higher capacity it drops the quality of the product.
