Would a balance function correctly on the moon

Yes, a balance measures mass, not weight and can do so in any enhanced environment. Also, the moon has gravity even if it is less than earth. What might be a bit unclear is that masses for it are standardized for Earth's gravitational field at its surface at sea level. So the interpretations for "weight" will have to be increased by 6 times so that it could be equivalent to Earth.

this allows people to make the best decision or pursue the best option. when alternatives are weighed using their advantages and disadvantages, the option whose disadvantages outweigh the advantages (based on a qualitative or quantitative analysis) are shunned while those whose advantages outweigh their disadvantages are pursued.
