First you place an unknown mass on one side of the scale. Then you add known masses to the other side until the scale reaches its balance point. Gravity is acting with the same force on both sides of the scale. Think of trying the same thing with a magnetic force.

i am pretty sure it is c because when people are closer together, they cannot move as freely. picture being in a mostly full elevator, for instance. the people are right next to you, and you can barely move.
