Please help need to know ASAP. Eventually, even though she is still pedalling as fast as she can, she stops accelerating and her speed reaches a maximum value. Explain in terms of the forces acting why this happens.

In this question am I correct if my answer is that:
It is because of the force of the wind that is coming from both in front of her and behind her that prevents her from accelerating and decelerating.
or is it that she just decelerates from there and can no longer accelerate.
If not please can you explain to mean
