The absolute value function  takes values from 0 (included) to + infinity. 

This function never takes values smaller than 0

|6x|+3≤0 means that |6x|≤-3 which is impossible since |6x|≥0 for any x

If there are four friends then each would get, 1.25 or 1 1/4. so this is how i solved 5 ÷ 4 = 1.25 . hope this ; )
