This is because, for a right triagle, one of the angles is a right angle which is 90 degrees and the sum of the interior angles of a triangle is 180 degrees. Thus the other two angles of a right triangle sums up to 180 - 90 = 90 degrees.

b.) The tangent ratio of a right triangle is the ratio of the legs of the triangle. (i.e. the sides of the right triangle other than the hypothenus).
