1400 means 2:00 pm
70 ml = 0.07 litre

interval from 0600 to 1400 equals to 8 hours

At 1400 bag will still contain 1-8·0.07=0.44 litre of saline solution.

0.44:0.08=5.5 [hour]
1400+5.5h=1930

Bag will be completely empty at 1930 (7:30 pm).
